A. Development Background
The Tree Valley Park, the world's first LCD-TV Special Zone, occupies a total area of 247.39 hectares, and is located at the southwestern side of the Tainan Science Park of Southern Taiwan Science Park (hereinafter referred to as the TSP). It is about three kilometers (five-minute drive) to the Anding Interchange of National Highway #1, seven kilometers (eight-minute drive) to the Sinshih Interchange of National Highway #8, and nine kilometers (ten-minute drive) to the Shanhua Interchange of National Highway #3 forming the interconnected highway network. After the completion of three boulevards of Backloan, Tickeran, and Siraya in the special zoning district of the TSP, easy accesses to the outer areas of Sinshih, Shanhua, and Anding become possible. Working with the TSP, the Park aims to develop high-tech industrial clusters.
Along with the development of the global green energy industry and advantages of convenient traffic network and diverse landscapes, the Park in the future will link with the international trend to build itself into the e-motor demonstration area and construct the quality industrial park for newly emerging technologies of the green energy industry and low carbon vehicles (e-motors and e-cars). In addition, with the cooperation with the TSP and surrounding new towns, we will build a high-tech, green energy, cultural, and recreational city. At the same time, the environment combined with excellent quality and cutting-edge technologies will be provided.
The Tree Valley Park has been planned with 38% infrastructures including green land, large parks, an ecological center, a 22-hectare detention basin with both ecological and landscape functions, and a 17-meter bike lane. Other facilities such as services center (international conference room, club hall, and business and commercial center), life science museum, adventure field, Green Water Tree Valley Recreation Center, wastewater treatment plant, distribution tank, Wind Valley, and Tree Valley, and roads have now been completed. In particular, of the various counterpart industrial parks, the Tree Valley Park is the only winner of four awards: "2010 Architecture Landscape Awards in the Public Landscape Category," "the 8th Gold Thumb Award of PPIP for the Establishment of Management Organization of OP," "the 19th Chinese Architectural Golden Stone Award for Public Works-Construction Quality" and "the Golden Stone Award in Tainan Area." The attractive investment environment at the Park has been highly praised and recognized.
At the initial stage, the Tree Valley Park mainly gave support to the LCD-TV manufacturing industries. The industries present at the Park were mainly those specialized in LCD panel manufacturing and assembly, machinery equipment manufacturing and assembly, optoelectronics material and component manufacturing, plastic product manufacturing, and logistics and warehousing. After the merging of Tainan City and Tainan County, based on the continuous industrial investment vigor, the Park has actively focused on the development of the green energy technology industry to help the industry to become the symbol of the industries present in Tainan City and to build a new cutting-edge technological and industrial park with the strength of green energy and low carbon vehicles. The project of environmental assessment change of the Tree Valley Park has been approved. In addition to two relevant industries of green energy, i.e. "the power equipment manufacturing industry" (cell assembly and lighting equipment assembly) and "the auto manufacturing and assembly industry" (e-car assembly, auto assembly, and hybrid car assembly), the presence of 14 multiple supportive industries have also been permitted, including those in "electronic part and component manufacturing," "computer, electronic products, and optoelectronics product manufacturing," "metal product manufacturing (not including metal processing)," "basic metal manufacturing," "basic chemical material manufacturing (gas manufacturing)," "chemical material manufacturing," and "chemical product manufacturing." Their presence has given more flexibility to the investment introduction to the Tree Valley Park. The City Government will continuously construct the good investment environment, provide the site for industrial development, and work with the TSP and surrounding new towns to build the high-tech, green energy, cultural, and recreational space to attract the presence of more park enterprises and jointly develop Tainan as the new city of green energy technologies.
D.Development and Land Sold Statuses at the Industrial Park:
On May 30, 2013 the City Government completed the construction of public works at the Tree Valley Park and sold out all the lands. The 76 public works projects include construction of roads and pipelines, landscaping, parking lots, a wastewater treatment plant, a distribution tank, a service and administration center, a life science museum, and an entrance image.
The land used for production enterprises at the Tree Valley Park has been sold with the expectation to create the revenue of NT$400 billion and 20,000 jobs.
