Tainan City is one of the main agricultural areas in Taiwan. With rich natural ecological resources, Tainan City possesses several natural conservation areas and unique animals and plants. After Taiwan joined the World Trade Organization (WTO), its agriculture encountered big challenges that needed to be overcome with active transformation. The establishment of the Southern Taiwan Science Park caused the economic format of Tainan County to change from agricultural economy to industrial one. At the same time, in order to balance environmental protection and industry development, the Tainan City Government has been actively promoting the establishment of Liouying Technology Industrial Park as well as "Environmental and Technological Park" with the aims to develop industrial economy as well as to obtain the objectives of natural and ecological environmental protection and sustainable uses of resources.
The Industrial Park is located in Liouying District of Tainan City with the development region extending to Nan #81 in the east, to the railways of TaiSugar Cooperation in the west, to Yishih Rd. (Nan #108) in the north, and to Deyuanpi in the south, the total area being 245.6 hectares. The integrative landscape rebuilding has been adopted to create local ecology with the use of environmentally friendly materials and ecological engineering to link up with ecological blue belt to develop the industrial green network and to build an ecological park. The area of parks, green land, and detention ponds for the use of blue and green belts reached up to 21.3% of the whole park. It is hoped that the combination with the environmental protection and technology industrial park will enable us to build the environment for quality living, production, and ecological system.
This Technology Industrial Park is also the first development example that uses the budget of local government. It is expected to strengthen the industrial vigor in the northern area of the River (Zengwen River) and to lead the structural transformation of local industries. The City also got the grants from the central government to build the 4th Environmental and Technology Industrial Park in Taiwan and to link up the development of the Park and the ecological town.
The infrastructures within the Technology Industrial Park include parks, solar power lamps, detention ponds, green land, a service center, an international conference room, and an incubator, accounting for 38.2% of the total area. The service center has now been commenced with the presence of service personnel to provide good services. There has been an international conference room at the service center for large-scale meetings; the incubator next to the service center can assist park enterprises with R&D.
This Technology Industrial Park plans to introduce industries including the machinery industry, the metal manufacturing industry, the chemical material industry, the plastic industry, the electronics industry, the basic metal industry, the non-metal industry, the food industry, the textile industry, the paper making industry, the chemical product industry, the pharmaceutical industry, the electricity equipment industry, the furniture industry, and other manufacturing industries.
D.Development and Land Sale at the Industrial Park
The public works for the development of Liouying Technology Industrial Park (Phases 1 and 2) was completed on June 30, 2013, and the land was fully sold out.
It is expected that the yearly amount of NT$ 102.6 billion and 5,650 jobs in Southern Taiwan will be created.
