Yongkang District of Tainan City is densely populated and the headquarters of many factories. Under the cluster effect of Tainan Science Park of Southern Taiwan Science Park (hereinafter referred to as the TSP), the land for factory use in Yongkang becomes insufficient. In order to conform to the industry programs of Ministry of Economic Affairs (MOEA), to empower the surrounding farmlands of Yongkang landfill, and to promote the South region of the River (Zengwen River), the former Tainan County Government followed the "Statute for Upgrading Industries" and allocated and designated the development of "Yongkang Technology Industrial Park" to solve the land use for enterprises in Yongkang, create employment opportunities for local residents, and avoid land development disputes.
The Industrial Park is adjacent to Taiwan Provincial Highway #1, National Highway #1, and the TSP. With the easily accessible traffic network and geographical location, it can link up to the TSP, the designated LCD-TV Special Zone (Tree Valley Park) and the Tainan Technology Industrial Park to form the development axis for the cutting-edge technologies in Tainan metropolitan areas. It can be positioned for the development into the satellite park of the TSP and 3C industry. At the same time, in consideration of the dense auto part and component industry in Tainan, relevant industries should be integrated to effectively boost international competitiveness of Tainan. With the integrative advantages of centered industrial procurement and reduced transportation costs, the auto part and component region shall be established in the Industrial Park. Additionally, the development model of the industrial park adopts the synchronic process of public works construction and land sales with the aim to shorten the plant construction schedule of park enterprises.
The Yongkang Technology Industrial Park is next to Yongkang Industrial Park, about ten-minute drive to the TSP and 20-minute drive to Tainan Station of the Taiwan High Speed Rail with the connection of convenient traffic network. The middle and downstream industries of the TSP are set to be introduced; the development area of Yongkang Technology Industrial Park totals 132.45 hectares. About 80.8 hectares are used for production and relevant enterprises while infrastructures occupy an area of 51.65 hectares (including services center, parking spaces, roads, and green land). Based on the concept to plan the Industrial Park as a natural park, sports and recreational facilities including a swimming pool and tennis court are built under the sponsor of Yongkang Waste Resource Recycle (Landfill) Plant. One arch bridge has been designed to connect Gong 2 and Gong 3 detention ponds for the landscape of a large central water park and the creation of modernized production and ecological environment. At the northern entrance to the Industrial Park, the memorial theme park to commemorate the "Historical Event of Guo Huaiyi's Fight against the Dutch." Additionally, based on the same design concept, the 50-meter "Yongke Wangtian Boulevard" has been planned to build a new recreational site for local residents.
The Industrial Park has two types of land in accordance with the Industry Innovation Act: land for production industries and land for relevant industries:
(1) Land for production industries: It is used for auto part and component industries as well as the middle and downstream high-tech industries (including the auto part and component manufacturing industry, the rubber product manufacturing industry, the plastic product manufacturing industry, the basic metal industry, the metal product manufacturing industry, the machinery equipment manufacturing and assembly industry, the computer, telecommunication, and audio and video electronics manufacturing industry, the electronic part and component manufacturing industry, the electric machinery materials and equipment manufacturing industry, the transportation tool manufacturing and assembly industry, the precision, optics, medical device, and the watch and clock manufacturing industry), the warehouse and logistics industry, and other manufacturing industries approved by the local authority agency.
(2) Land for relevant industries: the warehouse and logistics industry, the construction industry, the transportation and telecommunication industry, the financing and insurance industry, the real estate and rental industry, the professional, scientific, and technological service industry, the educational service industry, the medical, health care, and social service industry, the cultural, sports, and recreational service industry, the environmental health and pollution control and prevention services, and other manufacturing industries approved by the local authority agency.
D.Industrial Park Development and Land Sales Statuses:
The total area of land at 77.41 hectares used for production enterprises has been sold out, and the public work construction is expected to be completed in 2015.
The land for sales at the Yongkang Technology Industrial Park totals 80.8 hectares, and it is expected to create 12,020 jobs and bring the annual revenue of NT$75 billion.
